1.0 - LEAGUE OFFICIALS
The Copy Cats Fantasy Football League is commissioned by Ethan Tabor, Bill Burns, and C-Finch (1.1)"Majority 70 Rule": Any issues that can not be decided by a majority vote from the league owners (11 owners or 70 percent of the league to pass), will be ruled on by the league officials. The commissioner will make ALL FINAL DECISIONS and reserve the right to make any changes necessary to ensure the highest quality of standards for this outstanding fantasy football league. (1.2)When language in bylaws needs to be interpreted, the commissioner reserves the right to appoint a committee of 3 neutral owners to rule on any unforeseen problem. No rules may be changed during the season, only interpreted .
1.3 For any players that did not play a game throughout the season due to weather etc. will receive avg pts per game played that season. If it happens in week 1 it will be a reverse carry over
2.0 - OWNERSHIP AND FRANCHISE FEES
Any franchise consisting of more than one owner must designate a general manager who will be the sole liaison with the league. Only actions taken by the general manager will be recognized by the League. Any owner may only be involved with the operation of one franchise. (2.1)Each owner must pay the $110.00 franchise fee by the August 3rd deadline to ensure continuance in the league. FAILURE TO PAY your entire entry fee before the said deadline will result in possible loss in ownership. A $70 deposit will hold a team for two weeks in case there is a waiting list. Fees are fully refundable prior to the deadline. Refunds will decrease by $35 for each week past the deadline unless a PAID replacement is found. After 3 weeks, no money will be refunded unless a PAID replacement is found by the refundee.(2.1a)A late fee of $10 will be levied on ownership fees postmarked past the deadline.(2.2)If a franchise is dismissed or voluntarily withdraws from the league, that franchise will remain intact until a new ownership purchases the franchise. If more than one franchise is available upon a new entry into the league, the new owner(s) will have a choice between them, with date of full payment received determining the order of choice. 1st paid = 1st choice, etc. (2.4)"Competition Rule": Any owner that fails to remain competitive, at any point during the season, (i.e., not replacing injured players, non-roster players or bench players from their starting roster) will be subject to league fines and possible dismissal from the league without any franchise fee reimbursement . We will not tolerate QUITTERS!
3.0 - ROSTERS
Each roster will consist of 20 players. 12 weekly starters and 8 reserve players. Each roster must include the following players which will constitute your weekly starting line-up: (1)TeamQuarterback, (1)Running Back, (2)Wide Receivers(or TE), (1)Wild Back, (1)TeamKicker, (2)Defensive Lineman, (2)Linebackers, and (2)Defensive Backs. The remaining 8 reserve players may be any combination of the positions mentioned above. (3.1)The Wild Back position may be filled by either a running back, wide receiver or Tight End. The player inserted into the wild back position will score according to their designated position.(3.2)A players position eligibility is determined by RTS Online(the "Service".) Any discrepancy about a players official position, should be brought to the attention of the league officials.(3.3) Maximum of 1 I/R player. A player could be eligible for IR if they are labeled as I/R or PUP
4.0 - THE DRAFT
The teams that do not qualify for the playoffs will be placed in a draft lottery. The team with the worst finish shall have 8 entries into the lottery, the next worst team will receive seven entries and so on. In case of a tie, the tied teams will share equal amount of entries. All playoff teams will pick in the order in which they finish (9-16). In case of a two teams with identical regular season records being eliminated the same round, tie breaking criteria as in 13.0 will be used. The Fantasy Bowl Champion will always have the 16th selection in the draft. (4.1) A serpentine draft style will be utilized. (4.2)Time limits will be strictly enforced for each round. (4.3) Tardiness to the draft will result in the owner losing free agent bucks. $5 for every five minutes up to a maximum of $25. The draft will be postponed for a maximum of 15 minutes at which time, the draft will proceed skipping over the missing owner's position each round. Upon arrival, the tardy owner can make draft selections. The missed selections can be made up after the conclusion of the entire draft to fill in the missing roster spots (4.4) Team QB/K Rule: When an owner drafts the position of Quarterback or Kicker, they will be drafting the QB/K from a particular team, NOT A PLAYER. If a player from the TEAM you drafted happens to get traded, you are left with the remaining players from that TEAM and relinquish the rights to that particular player. (4.5) When drafting players, each owner must state the players NAME, POSITION, AND NFL TEAM. (4.6) NO TRADES will be allowed during the draft.(4.7) NO trading of draft picks prior or during the draft. (4.8) Any player can be drafted regardless of whether they are currently on an NFL roster or not.
5.0 - EMAIL BACKUP SYSTEM
The W.E.F.L. will use an answering machine for backup purposes only. If the answering machine system is activated, the following guidelines shall apply: (5.1)Any owner not using the answering machine the way it is intended will be fined $10.00. (5.2)Any questions, comments, or suggestions regarding this league should be recorded on the answering machine . (5.3)All starting line-ups, free-agent transactions,trades and trading block players must be recorded on the answering machine in order to be considered valid by the league office. ALL ANSWERING MACHINE MESSAGES MUST BEGIN WITH YOUR TEAM NAME, followed by any details involved. (5.4)All free-agent transactions or trades must be recorded on WEDNESDAY or FRIDAY between 8am-7pm. Any messages left outside of these parameters will be considered void. NO EXCEPTIONS! (5.5)Both owners involved in a trade must record the trade on the answering machine in order for the trade to be valid.
6.0 - MANDATORY WEEKLY LINE-UPS
Each owner must enter their Mandatory weekly line-up on the Service. Carry over players must still be emailed to the commissioner AND to their opponent OR posted on the message board before kickoff on Sunday. Monday night games are considered playing on Sundays. Any players in games prior to Sunday must be emailed by kick-off. If you have a player that is going to have a "bye" any given week, indicate in your email OR message post the WEEK PRIOR TO THE BYE, that you would like to use his stats during the "bye" week. Prior to the bye week simply type a number "#" sign after each players name that you would like to designate a "Carry over". (6.1)If you designate a player as a CARRY OVER, then that player must remain in your starting line-up. He can not be traded or benched.
(6.2) Week 16 Carryover rule: Four total players may be carried over from the semifinal game. Regular season designation deadlines are followed for this special playoff rule. This is done to help owners hedge against benching from NFL teams of their star players when clinching playoff seeds before Week 17.
7.0 - FREE AGENCY & TRADES
All transactions must be submitted to the service by a week's deadline. All owners begin the season with 100 free agent bucks for bids on a player. Increments of $1, minimum of $5 are the requirements. Ties in bidding will follow criteria as set down by the service (7.1)Trading will be done via the service. Owners may trade free agent bucks (in increments of 5$) but no real cash.(7.1a) Trading of free agent cash is not allowed in the off-season (7.2)Trade Deadline will be the 12th week at 12:00 pm Sunday. (7.2a)Off-season trades will be allowed, after all designated keepers are declared, only if both owners are paid up for the upcoming season, but no free agents may be acquired. All trades must be reported to the commissioner as usual.(7.2b) Each player in a trade during the off-season MUST be kept by both teams.(7.3)Once a player is traded, he cannot appear on the same roster again for four weeks from the week they were traded. (7.4) All trades will be voted on by everyone in the league, if a trade has over 50% votes of a veto it will go to the commisioners to vote on the trade.
8.0 - TRADING BLOCK PLAYERS
If you have a player you wish to deal, simply type TRADING BLOCK in your email subject line and send it to the rest of the league. The Service also has a TRADING BLOCK announcement for owners. An owner can email the names of players from his roster, or positions that he is willing to trade or acquire.
9.0 - SCORING
Copy Cats Fantasy Football League Scoring System (9.1)The Official scoring site will be RTS Sports Online (" The Service" (14.1)Owners will be notified of the scoring source should a change occur. (9.2) When an owner drafts a Quarterback or Kicker he automatically receives the back-up quarterback or Kicker. Any scoring done by the quarterbacks/Kickers throughout the game, will be COMBINED, and calculated into the offensive score. (9.3)Each franchise must start 6 offensive and 6 defensive players. The total of the points scored by the six defensive players, will simply, become the percentage subtracted from the total of their opponents six offensive players. (9.4) The Total points scored by the defensive players will be the percentage subtracted from the total points scored by the offensive players. For all scores, round to the nearest 0.1 points. Exception: any score < 1 pt. rounds up to 1 point. A shutout will be scored if an opponent scores 100 defensive points. (9.5) No offensive player can score defensive points and no defensive player can score offensive points.(9.6)A defensive player who returns a kick off or punt for a touchdown does not receive any defensive points. If an offensive player returns a kick-off or punt for a touchdown they will receive 6 offensive points. No yardage will be included for punts or kickoff returns. No points will be awarded for return yards on defensive fumble recoveries, interceptions or laterals on a return. An offensive player will receive points for yardage obtained via a lateral on an offensive play.
10.0 - League Fines
The Commissioner of the Copy Cats Fantasy Football League, reserves the right to fine any owner for conduct detrimental to the league. Moneys could be actual cash or be in free agent bucks
(10.1)Failure to turn in player protection list (possible loss of franchised players and $10 fine).
(10.2)Failure to recognize Copy Cats as the best league around.($5000)
(10.3) Failure to vote on mandatory items discussed.($5)
(10.4)Failure to submit Mandatory weekly line-up by the required deadline($5 + use of previous week's lineup).
(10.5)Failure to submit entire franchise fee by August 3rd. ($10 +$5 a day after or possible loss of franchise)
(10.6) Anything else that may be deemed detrimental to league operations. ($5-$25) (10.7)All occurrences will be brought before the league officials (comm + 2 owners) to determine the extent of the fine, and the time frame the offender has to reconcile. (10.8)Any owner who has been fined and does not pay his fine before the given deadline, will be banished from post season play. If a team is participating in post season play at the time of the occurrence, they will forfeit any prize money to the league. If no prize money is won, they will be abolished from the league. (10.9) All fines and fees not paid by the deadline will accumulate late fees. (10.10) All fine money will go towards league operating costs and possibly be included in prize money.
11.0 - FRANCHISE PLAYERS
Before draft day, each franchise will designate their franchise players. The deadline for submitting your player protection list will be one week prior to draft day. (11.1)The 5 players may be any position. (11.2) Once the franchise players are submitted, they may still be changed up to the deadline. Players significantly injured(will miss atleast 4 games) retired or suspended(atleast 4 games;unless suspended prior to keeping) before draft day may be replaced up to the draft. Exception: changing TEAM QB/K can occur without any injury/retirement for any player at that position for that team. An owner may not pick up free agents for this change, only players who were on the Week 17 roster for his team. (11.3)Franchise players may be traded at anytime except draft day. ALSO SEE PLAYER PROTECTION.
12.0 - REGULAR SEASON PLAY
Each franchise shall play fourteen regular season games. (See Schedule) All games will be head-to-head competition. Both teams involved in a regular season game will challenge Offense vs. Defense. (12.1)The total points scored by the six defensive players will be the percentage subtracted from the opponents six offensive players point total. A team's final score will be calculated to the nearest .1 points. (12.2)No tie breakers during regular season.
13.0 - POST-SEASON PLAY
The top team from each division will advance into post-season play. Two teams with the next best record will advance as Wild Card teams from each Conference. Tie breaker specifications are as follows: 1. Head-to-head 2. Record within the division. 3. Record within the conference. 4. Best won-lost-tied percentage in common games, if applicable. 5. Best net points in division games. (Off+Def) 6. Best net points in all games. (Off+Def) 7. Coin toss. (13.1)The team with the best record in each play-off game shall be awarded additional points for "Home Field Advantage". (13.1a)Wildcard teams are not eligible for HFA, but their record will figure into the final point spread. See example #2. (13.1b)There is no HFA in the Fantasy Bowl. (13.2)The additional points will be added to the final calculated score. The HFA points will be the difference between games won by the two teams playing, + 1. Example #1: Team A finish the regular season at 11-3. Team B finish the regular season at 8-6. The Home field advantage = + 4. Example #2: Team C wins their division at 9-5. Wildcard Team D finishes the regular season at 10-4. Team C's HFA points would be even. (13.3)All tie games will be awarded to the team with "Home Field Advantage"(13.4) (13.5)All Awards will be distributed at the winter meeting. Prizes for 16 paid teams are below.

14.0 - INTERNET

15.0 - PLAYER PROTECTION
The Copy Cats Fantasy Football League has a player protection format. Each player will be tagged with either an "A", "B" or "C" player status based on their draft position. All Players drafted in rounds 1-5 will be tagged as an "A" Player. All players drafted in rounds 6-10 will be tagged as a "B" Player. All remaining players drafted after round 11 will be tagged as "C" Players. All Free-Agents will be tagged as "F " Players. (15.1)A & B players will assume a two season protection status upon activation, (15.2)C & F players will assume a 3 season protection status upon activation. These years are in addition to the year they are signed.
(15.3)The following criteria will be used for player protection:
"A" players are players drafted in Rounds 1 - 5. ( 0-1 player from this category may be protected by each franchise)
"B" players are players drafted in Rounds 6 - 10.(0-2 player from this category may be protected by each franchise)
a maximum of 2 players from "A" and "B" rounds can be kept. "C" players are players drafted in Rounds 11 - 20 (0-5 players may be protected from this category by each franchise)
"F" players are players acquired via free-agency (0-5 players may be protected from this category by each franchise)
The number of protected players may never exceed 5.
(15.4)If a player is acquired via a trade, the players category and protection eligibility remains the same even though he changes teams.
(15.5) Injured/suspended keepers for 4 or more weeks can we be swapped one player for one player.
